HIGHLIGHTS FROM 2010 MEETINGS

January 2010

Election of officers:
          Mark Hilleman Holl, Chairman
          Kevin Holl, Vice Chairman

Appointment of assistant commissioners:
           Jay Benson, Don Buck, Bill Degner

Cost share policy review; minor clarification edit, otherwise unchanged.

Updated committee assignments.

Conducted the annual review of EEO and civil rights matters.

February 2010

Welcomed Union Grove Lake Watershed Coordinator Melody Bro, who reported on current developments in the watershed. Pledged a letter of commitment for a DNR Watershed Planning Grant application.

Reviewed average costs of conservation practices, leaving all the rates the same as 2009.

Approved support for the annual High School Envirothon competition.

Made plans to attend the Spring Regional meeting March 16 in Knoxville.

Reviewed information on the State Employees Retirement Incentive Program.

March 2010

Attended CDI Regional Meeting in Knoxville.

Selected Seth Appelgate and Kody Sjoblom as our 2010 scholarship winners.  Seth's application was sent  to the Regional competition.

Designated persons to be authorized to sign on the checking account.

Learned that our Secretary, Sigourney Odor, plans to retire at the end of May.

Published the 2009 Annual Report in the newsletter.

April 2010

Division of Soil Conservation Field Rep Paul Valin talked about the impact of the State Employees Retirement Incentive Program on staffing in the 100 soil conservation districts in Iowa.  Each vacancy created by a retirement is handled on a case-by-case basis.  Claudia Dalbey, secretary in Story County, will cover Marshall County.  Commissioners and staff will work together to determine priorities for secretarial support.

Scheduled the annual audit of the district bank accounts, to be completed by Assistant Commissioners Don Buck and Jim White.

Selected winners in the 2010 poster contest for the top two age divisions.  There were no entries from grades K-8.

Approved a donation to Iowa's Water and Land Legacy project.

May 2010

Learned that the Iowa's Water and Land Legacy project is not allowed to accept donations from government entities.  Our contribution was returned to us.

Prepared nomination forms to be made available to persons interested in being elected to the office of Soil and Water Conservation District.  Two vacancies will appear on the General Election ballot in November.

Selected nominees for the award categories of Conservation Farmer of the Year and Farmstead Windbreak.

Approved a donation to the Marshalltown High School Envirothon team, who will be participating in the National competition in Fresno, California.

Kevin Holl volunteered to keep the website up to date after Sigourney's retirement.  Approved the purchase of software to be used on his computer.

Celebrated Sigourney Odor's retirement with an Open House luncheon at the office on May 26.

June 2010

Observed the retirement of Soil Conservation Technician Melinda McReynolds with an open house luncheon at the office on June 11. 

Conducted the annual tour of conservation practices on June 28, touring two waterway projects, a pond at the LICA CREP site, a newly planted windbreak, and a livestock mortality facility.

Appointed Claudia Dalbey as secretary/treasurer.

Welcomed Nicky Williams, Soil Conservationist, to the office staff.

The Soil Conservation Technician position now vacant due to Melinda's retirement will hopefully be filled by the Fall construction season.

Kevin Holl has resigned his position as Conservation Districts of Iowa Regional Director.

July 2010

Raymond Smith, 2010 Conservation Farmer Award winner in the Iowa Soil Conservation Awards Program owner/operator division, was named Regional Conservation Farmer for CDI Region 6.

Soil Conservationist Nicky Williams volunteered to take care of the September newsletter.

Voted on the proposed resolutions for Conservation Districts of Iowa.

Heard an update on the activities of Prairie Rivers RC&D.

Explored additional fundraising ideas.

Future commissioner expense checks will be issued quarterly instead of monthly.

August 2010

Approved payment of $850 annual CDI dues.

Appointed Sigourney Odor as Assistant Commissioner.  She has volunteered to serve as our webmaster.

Approved the September newsletter for printing.

Rick Streeter, Soil Conservation Technician for the Indianola field office, will assist in Marshalltown two days per week.

Melinda McReynolds has received her official approval for disability retirement.

CRP general sign-up is complete.  Cropping history years used for eligibility are the crop years 2002-2007.

Commissioner Kevin Holl shared his experience viewing the county by airplane.

September 2010

Agreed to begin selling ads for the District Newsletter.  Troy Hibbs volunteered to be in charge of this.

Marshall County had 33 CRP applications accepted during the 2010 General sign-up.

Fall construction starts soon, and we are still without a full-time technician.

Attended CDI Annual Conference, with overall attendance better than usual.  The Learning Farm demonstrated a newly redesigned rain simulator.

The soil "Dig It" exhibit is at the Durham Museum in Omaha.

 

October 2010

Welcomed Vince Sitzmann, new Field Representative for the Division of Soil Conservation.

Currently there are 42 Districts affected by the secretary vacancies this spring.  This includes 21 secretaries who retired, and 21 secretaries from other districts who are covering those positions.  There isn't anything new to report.

Agreed to publicize the conservation funding amendment "Question 1" appearing on the November 2nd ballot. 

Discussed actions that will make the district more visible, such as signage and newspaper articles.

November 2010

Continued to explore visibility ideas.

In the November general election, Mark Hilleman and Steve Smith were re-elected to serve four-year terms, beginning in January 2011.  The conservation funding amendment "Question 1" was approved by a majority of Iowa voters.

Fall construction is complete. 

NRCS staff are working on CRP plans.

The annual contractor meeting is set for February 15, 2011.

December 2010

No regular meeting was scheduled.
